Migration checkpoints¶

- Retire legacy controls only after equivalent cloud controls are proven.
Risks and controls¶
- Policy conflicts between legacy and cloud controls.
- Incomplete app packaging and detection logic during transition.
- Support confusion on authority boundaries.
